pubs are for pissing it up in, not for cycles. you may as well ask "what's the most booze friendly cycling facility?"
Manchester Velodrome (the boardman bar)
Herne Hill (no bar but JC and I do go around clearing your beer cans up afterwards)
Hillingdon cycle circuit (not sure about booze but you can sniff glue under the flyover)
etc..
