Pray tell is the steerer of the forks the 1" variety? why do all the nice forks have such short steerers?

got a few bits for sale.
Along with this stuff there might be a small step-through lady bike for sale, need to confirm with my girlfriend and take some photos first though.
metallic blue Shop 14 lugged forks (USED) — £50
threadless straight blade Columbus steel and drilled for a brake.
Shortish head tube 19cm so would be fine for a lo pro or a smaller frame.
FSA Smack Daddy BMX crankset (NEW) — £25
