Modern Path Racer-esque Frame?

I'm looking for a "path racer ish" frame in the 56cm area. Ideally it would have the following characteristics:

• Track ends.
  
• Butted steel probably. Not that fussed about fancy lugwork. Definitely not plain gauge or Alu.
  
• Not supertight track geometry but not too relaxed either. I dig horizontal top tubes, high enough BB to run full time fixed without footbang fear.
  
• Eyes and clearance for mudguards with 23s. This is a dealbreaker, almost the defining feature of what i have in mind.
  
• Pref threaded headset (for quill loveliness) but not a dealbreaker.
  
  

Does anyone make this?

I found this which covers about half my criteria and more or less covers the concept/look but if I'm going to do it I'd like to do it "properly" hence i'd like to hold out for better tubing, threaded headset etc.
