any road clincher is fine for herne hill, don't bother with anything too expensive as you'll get punctures if they are too thin.
having said that, vittoria diamante pro lite 23c are the best track clincher bar none, with the added bonus of being excellent indoors too (good enough for team GB) but they are pricey.
no point in going under 22c, your not likely to be pursuiting and the HH surface is rough and bumpy these days
