I don't work at evans, but I wouldn't jump to conclusions. I don't think the guy sold it to you for 19.99 to get 3 quid out of you. Sounds like you got served by a newb. If it is 16.99 on the website, they should sell it to you for 16.99. We have price differences in cyclesurgery between the website and the store (which is a fucking ballache). We always sell products for the cheaper price.

the computer system at evans is fucking appalling, but the prices update themselves through head office IT guys changing it around. so even if you scan something in and the price tag says 16.99 the computer might say something different. and its too long to go round and update every single price tag.
