I remember these from the States because they were available in a 28 inch frame.
One of the largest at the time. I think Fuji later came out with a 29 inch.
And a short lived fad in the 80's was to buy the biggest frame, no matter how tall you were, and ride the toptube instead of the seat, feet barely touching the pedals.
