use caustic soda solution
if you can fill the seat-tube with a solution of it, and seal the top somehow (blu-tac?) so that the seatpost is completely submerged, within about 4 days the seatpost will have completely dissolved. Do it in a well-ventilated area and keep away from naked flames, as it gives off a great deal of hydrogen.
The good news is that you can dispose of the solution by pouring it down the sink. Caustic soda is sold as a drain unblocker.
Is it aluminium? And the frame steel?
