I think the flashing settings (as long as they're not strobey) are good in urban settings as they differentiate you from motorised vehicles.
It's weird people going on about how 'awesomely bright' certain rear lights are, when, if you're following someone with one in the pitch black countryside, they're too fucking bright, and compromise your night vision [/TNRC].
