You wont find a traditional 27" frame with an oversize ahead setup. And why would you want to?
You could get a modern retro-style bike. The new specialized globe series has some beautiful bikes.If you are desperate to setup an old frame with threadless just get a fork with longer steerer, chop off threaded bit and use 1" aheadset & clamp on stem.

more concerned with finding a threaded or 1" stem that will take 30mm handlebars

Try ebay Josh. I got a stepthrough Peugeot complete bike for £28.
I'm looking for a frame to build up for my wife of a step-through variety (cruiser/'dutch'/etc) to take 700/27" wheels. Would prefer a threadless fork/headset setup though I know it's a long shot there. Would consider the right road frame. Will also need bb/cranks/seatpost.
Also seeking a leather saddle in decent shape, any models considered, for around £20-30 for aforementioned bicycle
