New set of budget wheels built up flip flop and a new chain ring and you're good to go.
For your first foray into the SS or fixed wheel world this would be a fine frame.
Take it apart, give it a good clean and regrease and the projects a goodun.
You'll have a reasonably priced beater and you will learn a few things along the way.
Failing that flog it and let someone else have a go.
