If you've got a freewheel, you'll need two brakes to stop when it's wet. When it's dry, then front only is ok.

If you ride brakeless fixed with foot retention you can control the bike and stop it. If you ride freewheel and your brake fails you have no control over the bike other than sticking your foot on the tyre!

If you've got a freewheel, you'll need two brakes to stop when it's wet. When it's dry, then front only is ok.
Imagine that the front cable snaps, slips, frays etc - that would be an emergency, no? An emergency where I would be glad (read: still alive afterwards) to have a rear brake.
