Isn't it fairly normal to get discounted stuff at trade shows/fairs?
I'm genuinely ignorant, just wondering.
It is fairly normal and a good revenue for stores to clear out old stock.
The problem is that if it's only been a recent decision to allow shops to sell, and most shops don't know or haven't booked because of the earlier policy, then only distributors will be in a position to sell stuff. If they then sell below RRP, they're effectively bumming the stores that they set RRP prices for and whom they rely on to keep them in business.
I know I'd be a bit annoyed if I was a shop in that position.
