This is cup and cone right? I only ask because I have sugino cartridge sets here.....
Anyways, if it's cup and cone, loose balls then yup, remove all the play or possibly 99% of it. almost impossible to judge using only the spindle, so fit the right crank to give yourself a lever to rock the spindle with, and to judge the play with. Cup is for adjusting and the lockring for locking, obviously.....
It will need a few goes usually because weird stuff happens like first you don't hold the cup and it moves a bit with the lockring so leaving the whole thing a little tighter than you intended, so you get clever and hold the cup with the pin tool, NOW the lockring pulls the cup slightly looser and the whole thing is too loose..... at some stage you probably shear the pins off the tool for the cup etc etc etc
BUT RELAX!! it'a all part of becoming an experienced mechanic! You'll prolly get it right first time...
