my lady's bike has a crankset that has 2 cogs on and the inner smaller one is not attached by bolts/nuts but with these pressed fixings, its an old peugeot.

Cranksets have chainrings, cassettes have cogs.
I want to remove the inner cog to make it a single speed, i'm presuming that there is no other way to get these out other than to gradually drill them out?
Does anyone have any experience of this?
Yeah, drill the mother fucker out, it's only a mechanical process, things only really get complex when you come across hard to understand philosophical viewpoints, up until then just use a drill and a hacksaw and a hammer.
