The arcticle highlight a blatant admission of mismanagement, stupidity and wasting of tax payers money.
So the council pay £xthousands to lay speed bumps on roads. If they don't work, "we'll just spend £xthousands on removing them, it's OK, it's not my money: It's your money!!!" The decision making in these civil servant offices around the UK is mostly shocking.
By right whoever said "spend X on installing the bumps, oh double that in case they don't work" should be repremanded/shot by the council (limp wristed lemmings). If one had the same attitude in a propoer business, one wouldn't do to well*.
*Get the f*cking chop!
