Yes you are correct, that would be like sweeping Foxton mini drivers in with normal car drivers.
Moped drivers are boys not man enough for a motorbike and too weak to pedal. they are the very essence of FAIL on our roads.
So much so they actually race push bikes through town... they have an engine yet still bask in the glory of beating a man on a bike without an engine.
