I've extended the steere tube on forks before by cutting it in the middle, inserting a tube of the right diameter inside the fork-steerer, and then brazing it all in place with a collar to filll the gap. It didn't affect the paint, because the heat wasn't applied anywhere near the visible part of the forks. It gave me an extra 10mm, and was just as stiff/straight/solid as before. You wouldn't know it had been done unless you took the forks out and looked for the join.
