Hi Kate,
I've got a friend in City Hall who knows who you are from dealings on your video etc. and how dedicated you are. His advice is for the action group to get itself together (i.e. develop its proposals/plans) and then to arrange a meeting with Kulveer Ranger, the Mayor's Transport Advisor, to discuss its ideas for making the roads safer. He thinks he's likely to be receptive (more so than approaching TFL itself) as he is apparently keen to engage with some cycling groups other than just the LCC. So this could be a very timely initiative.
