Wheel upgrade - budget and choice?

howdy
have a stock plug which is my first fixed and I am really enjoying it.
Have noticed the stock wheels are pretty heavy and am considering changing these for something a little lighter.
Any recommendations for a strong (ish),light(er) wheelset.
Am 70kg so don't need clydesdales.
Would 100GN get me anything worth talking about?

if you can build a wheels, yes, Mavic Open Pro with On-one hubs, rest of the money for spokes and nipples, have a crack at building it up.

+1 for having a crack, i've had some rims and hubs lying around for a while, finally picked up some spokes, was gunna pay some one to build them but then the other evening i pulled up sheldon brown and hey presto, now i have my first wheel, even trued it myself...give it a bash, its really not that hard!!
