Action Group Meeting - cycling deaths caused by lorries

  • Apologies, I won't be able to make this meeting.To be really effective, I think you should be looking at what everyone else (ie LCC HGV group, CTC, Roadpeace, All-party Parliamentary Cycling group etc) is doing and try to complement their activities.There are a lot of very experienced campaigners who have achieved progress (blind-spot mirrors etc) but it has been painfully slow. I was involved in some of it, and the pace was excruciating.

    Exactly Bill, I want to map out what we have already, take all your work and research to date and kick it into action and ram it down the throat of boris and whoever (in a very politically correct and constructive and productive way - advice needed on that). I know there is loads of stuff out there already, we need to harness it and synergise it and let them know now is the time.

  • I work for XXXXXXX responsible for the enforcement of vehicle road safety both in the mechanical sense and also drivers. One of our activities is carrying out accident investigations where a HGV is involved looking at the roadworthiness of the vehicle prior to the incident. Unfortunately I'm not available for next weeks meeting but if you need any information to do with HGV road safety standards and also driver responsibility please pm me and I'll get you everything I can.

    Drivers blind spots have been a hot topic of late within the DfT up to the point where we were handing out fresnel lenses to foreign left hand drive HGV's at major ports in order to reduce the incidents of sideswiping by these vehicles on the roads. For UK HGV's, the legislation regarding wide angle and close proximity mirrors changed this year so that the drivers view of the immediate area around the cab had to be increased by the fitment of extra mirrors in some cases. If the cause of most of these incidents, partially or wholly, lies with the vehicle construction then the DfT are the people to lobby.

    Sorry this was a long one, I just wanted to get some info across as I'm nowhere near a puter or the interweb next week.

  • I doubt very much whether I could offer any help at all so I won't attend the meeting, but I have some suggestions, if this is the right place, as to what you might wish to achieve.

    1. Complete ban on lorries in central London during congestion charge hours - using the same cameras to fine owners a massive fine - such as £1000 per infringement. Sometimes it's useful to demand something extreme, knowing you might not get it, but changing the dynamic of the debate so that it is easier to get something you do want.

    2. Get TFL and all councils to rip out the railings between pavement and road so that cyclists have an escape route.

    3. Make compulsory retro-fitment of strong plastic side-skirts and front aprons to make it impossible for a cyclist to be dragged under a lorry. Give them the same ground clearance as buses. I suspect if you ask for option 1 you may achieve this option as a compromise and the lorry lobby will think they got away lightly.

    4. Removal of feeder cycle lanes into cycle boxes. actually I think the cycle boxes should also be removed (keeping the car stop-line as far back as if there was a box there) and cyclists allowed to stop ahead of the white line, or even legally jump the lights.

    5. automatic presumption of guilt for a motor vehicle driver that hits a cyclist. This would ensure all cases of sufficient severity got to court and killer drivers did go to jail. There is already automatic presumption of guilt in speeding offences, so it's got a precedent in motoring law. If you also allowed cyclists to jump red lights as in suggestion 4 I think you'd have to flip it in this circumstance so the cyclist was automatically at fault though.

  • I will help out in any way I can. I come from a journalism background and currently work in advertising, but it's a bit niche and unlikely to yield connections.

    I would suggest that there is a very focused approach. The last thing we need is 100 cyclists pursuing different agendas. Things like dedicated bike lanes are a non-starter. Focus on the immediate concern; nine cyclist fatalities this year and 7(?) from left-turning lorries. That's the issue that needs to be addressed and other things can fall in line later.

    I personally think a cohesive and organised campaign focusing on that issue is the only way to go forward. It needs to raise a stink. It needs to have politicians answer questions on the record. It needs demonstrations that are covered by the media so the issue is out there. I have a feeling that 99% of London that doesn't cycle has no idea what is happening.

We've got to get them on side for this to work. Also getting in the slip stream of the environment issue can do us no harm.

  • I occasionally write for the Guardian's bike blog. If I can help out in any way in that capacity, please let me know. I also have a bike blog of my own, with a much smaller audience, but am always glad to post stuff on there if it helps.

    On another note, in a week and a bit I have a space on the fourth plinth. I would be happy to make a scene if somebody could help me get a placard made up. I was thinking some facts/figures about road deaths and a link to an appropriate site? Also thought about taking up a ghost bike if I can get my hands on one.

    I'm writing up the experience of being on there for a local paper, so it could be a good excuse to get coverage in there, too.
