That looks like a chunky 25mm tyre!
I have run SKS guards with 25mm tyres on a racing frame. 10mm of clearance between the brake and the tyre should be enough to get a few mm gap between the guard and tyre.Make sure you get the right width guard for the tyre size, larger widths may not fit between inside your brake caliper or frame between the chain stays.
As long as your wheels are true and tyres have minimal tread (so they don't get stones trapped) you can keep the guards really close to the tyre without any problem of fouling.

I've just looked at mine, the fixing for the rear guard to the brake mount allows the guard to sit right against the seatstay bridge (where you mount the brake). As long as you have about 8-10mm you should be ok.
Front mounting is a bit more tricky as the mounting depends on the design of fork crown you have, but you may need 2-3mm more on the front.

I have no problem with a similar clearance on my bike, you should be fine.

If you run into problem you can cut little notches out of the side of the mud guards where the brake binds. Also there are some mudguards out there for really tight clearances.salmon mudguards I think. There is some talk of them on here do a search for more info.

Just looking at some full SKS mudguards for my commuter. I'm a little worried about brake clearance, attached is a photo of my rear brake. I'm wondering if the narrow 35mm guards will fit under the brakes?
PS, I run a 25mm tyre.
