I went out for a cycle yesterday, and made a stop of at Betta to get a bit more info. They have a very good range of colours, a lot better than I expected.
Prices were £38+VAT for any solid colour.. and ~£60+VAT for one of the more elaborate paint schemes.. some of which are fairly funky. 48 hour turnaround.
I will most definitely use them when I get round to it/knowing exactly what I want.
Re. spray cans .. first I don't trust myself, and 2nd I think the result in general would probably be a bit shit compared to powder-coat. Each to there own however..

Good to hear betta were a pleasant surprise in terms of choice and cost.
With regards to painting your self, its all in the prep. The better and more thorough the prep work, the easier the painting will be. I Paint my old golf in 5 hours with 5 cans of graff paint and it looked fine (no runs whatsoever!). I think a part of that was down to graff paint being a lot more controlled than normal spraycans.
