Style of lugs, absence of frame number (and it doesn't seem to have been filed off) does suggest it could be a prototype, it's not an Orrell (although it looks a hell of a lot like mine, but lug style is wrong and a few other subtle differences), list of people who have made triple triangle track frames in Britain (assuming it's British based on location and lugs) is very short, it's not a Goff or Cinelli.
Don't get me wrong though that's best guess, I can't find any pictures of Hellenic's with lugs that look like that, they all have lugs where the rear stays meet the top tube, this one doesn't. It's a mystery, but it looks really nice.
I wouldn't bid it up based on it being one, put it that way.
