This is pretty much how I got into web design. A quick and dirty method of getting something up and running is to use a content management system such as Wordpress. Most hosting accounts have a one-click installer and you're good to go. Then start hitting Google for templates. Find something that is pretty close to what you need and install it. Takes a while to find something suitable but not too long to edit it.
Along with having a cool looking website they will also have an admin interface where they can edit the site themselves. If they want extra features there are a ton of plug-ins around which you can install.
The main thing about designing from scratch is the browser testing which will be complete nightmare if you don't know your css and your hacks. It's already a nightmare for people who do know what they're doing. If you get a ready made template then most of that testing will already have been done. Check it out.
