of the 16.4 Million Dutch inhabitants, there are 17 million bikes ( in Amsterdam, thats 800,000 bikes for 750,000 people) .....bikes are the most popular form of transportation by a long shot.. they are legally entitled to the right of way.

However, there is a requirement for cyclists to use dedicated cycle infrastructure where available. If you don't, you get ordered off the road by the police (as happened to friends of mine when cycling cross-country).
