Thanks for the questions! I am 6ft1 and normally ride a 56cm top tube road frame, and find it is very similar in terms of reach. The front wheel is for tubular tyres. The seat pin is free and not seized, but at one point on its length, the rearward facing seat retaining bolt which presses directly on the seat pin to hold it in place has 'screwed' into the post and left a hole. Here is a picture:

Therefore I just ran it with Turbo saddle which is quite high from the saddle rails to saddle top, as opposed to the short Toupe which was on before, this allowed me to clamp the pin at a different spot, and has caused me no problems in 12 months of riding. The other other is too get Roberts to repair the pin of course.
