Aheadset top cap...

sorry - new to aheadsets. I've got a shimmed 1 1/8" stem on a 1" aheadset. Does the top cap need to overlap with the stem? or is it ok for it to only overlap with the shim?

Surely it'll be difficult to adjust the headset if the top-cap's not putting any pressure on the stem...?

it has to match the stem.

I use 1 1/8" topcaps on 1 1/8" stems with shims on 1" forks
