Between steel and aluminium sometimes the electrolyte difference can be responsible for a type of 'welding'. I think.
Heat is a good idea, though sometimes they just won't budge. Which is a bit shit, but just incase you were turning it the right way..(ha ha...meh!;D)..and it had been soaked in AC90?...Diesel can work too(though it stinks) and had used a 'fuck off' bar in the process, and it still didn't come undone...then chemical welding is the problem.
And if you do get it undone it might 'eat' the threads in the 'softer' aluminium. ie the pedal threads being steel will 'take' some of the aluminium with them as you undo it.
