You have said you would like a skinny tubed (steel) vintage bike to ride fixed.
I dont think a modern ally road frame with vertical dropouts and oversized tubes is the best place to start.
Just be a bit more patient and find the frame you are looking for.
You would be better off with any number of steel road or track frames with the correct dropouts, that you could renovate or respray and it could cost you less.

i do like the frame and think it could be converted into something rather ‘hip’ ( don’t know what other word to use there!)

put a wanted ad in. Im sure there are plenty of us who have a frame to sell to you for £150. Its a big budget if you dont want a track specific frame.

question:
for you to like this bike and it be your pride and joy will you have to have strangers pat you on the back wherever you go?
will a crowd have to form around your ride whenever you rock up to wherever?why not look at some bikes and decide what you like rather than trying to build a bike for propz.
do it for you rather than the committee. DFP idea is good but put 'mad propz wanted' in the title.

fair point- starting with a vertical drops could be unnecessary hassle, keeping in mind i am relatively new to ss.

i am not doing it for show, function follows form.
I just want something reliable that does not look ramshackle, when i refer to ‘liking the look of the bike’ i am talking about the condition its in aswell as its visual appealIf i cant find a frame by this/next week i would consider putting up an ad

Patience... My fram to convert was £80 of e-bay. 531 tubing with Nerver pro lugs. Mind you it's French so bound to be a pain in the arse to convert. Something will come along if you wait.

I was after an oldie but bottled it in the end because I know nothing of how to build a bike. I'm learning though! I got this delivered today, new pedals, brake and a couple of bits to come. Sold my Dahon Impulse.
i am currently after a frame to be my pride and joy however finding it is proving a bit of a mission.
i like the look of skinny vintage bikes however i found this bike on the bay- which i kind of like
anyone got one of these? what your option on them?
And are they good value at 150£
i think they have vertical drops so don’t think they easily convert to single speed ( which is untimely want i want to end up with)
The frame is made from double butted 7075 aluminium with headset and carbon forks
