The grey part is wielded to the frame like any other drop-out.
The hub and brake caliper is attached to the yellow part.
The yellow part can slide back and forth within the grey part but cannot twist (important for caliper positional stability).
When the everything is set-up the wheel with its 'extra' drop-out is double bolted the frame drop-out.
