Nasty. Depends whether the paint is emulsion water based, soluble in soapy water or oil based, soluble in white spirit. You should be able to remove either without spoiling the original surfaces maybe gently rubbing with a kitchen scourer or failing that, 00 fine grade wire wool. If oil based the longer you leave it the harder it will get. Nitromoors will remove the frame paint.
