Depending on the finish on the rims, I'd consider soaking in nitromors and a soft cloth? Anodising should be more resilient than Dulux. You might want to check this with someone first though, as I don't want you to fuck your fancy anodised rims because of my bad advice!
Also, I'd just buy a new chain. I think that getting the chain would be damaged either by the paint or the cleaning, so it isn't really worth it.
