I don't really know much about the value of these things but if you think it's an entry level welded frame then you shouldn't buy it.
You probably aren't passionate enough to spend the time and money to collect the parts neccesary to do the frame justice I reckon you'd be better off spending you budget on something a bit more standard like Taiwanese plastic... That's where my money would be headed tbh.
