I might be being stupid here, but if i buy a chrome head set like this one
does it have the bits to go at the top and bottom of the stem?

Your thinking about the fork race. Its under the bearings in the middle left position. The bit that screws onto the top is in the bottom right. -

the crown race goes on the fork steerer, then some bearings, then the cup that is in the bottom of head tube, then the cup in top of headtube, then some more bearing, then another race and lock nut.

prettty sure the cups on a bmx headset are wider in diameter than iso jis or italian, so it won't fit the frame

Most modern BMXs now take a-headsets and have 1"1/8 headtubes, however older threaded BMX headsets will be 1", so the cups of the threaded headset linked to will fit the headtube of your road frame.
A note of caution however, there is often some variation in the diameter of the crown race, and some degree of shimming or filing may be needed.
