Well the guy is a bit of bellend if he has designed it like that.
You would just change the cage shape to make sure the center of weight is slightly below the axel.
If done properly i.e. taking into accound the moment of inertia of the pedal etc. it would work properly...
But this is the problem with design guys they never think about the engineering practicalities of what they design.
