the rider was still fined €15 for not having reflectors or a bell. and there's still a bit of a gray-area whether or not the rider will have to have at least a front brake according to the article.

nooo, it's still illegal to ride brakeless. they only didn't fine him for the missing rear brake...

Ah ha, failure in comprehension.
Next time I'll wait for the English translation before shooting my mouth off..
I can only understand half of what was written, guess I missed the pertinent bits.Still really nice town on the Rhine with great river-paths, 35km to Cologne, 25km to Remagen lovely countryside and cycle routes.

Still has a top-flight uni and a bunch of government jobs, nice place to raise kids I'd think.

Seems like the gist of the article is that eventually German law will come closer to that of British law, fixed rear, front brake = legal.
Still won't stop idiots that can't ride from crashing, no matter how many brakes they insist upon.

I wouldn't count on it. It's probably more likely that the next edition of the StVZO (regularly updated, I think) will have something specific to say about Starrlauf on a bike. They won't just let it go. The TÜV will probably be charged with running two and a half million tests on braking efficiency and stuff. :)
Have to wait for the English translation but it seem 'brakeless' fixed is deemed OK by the good burghers of Bonn, Germany.
Lived there for two months, nice town.
