If you're headtube is long enough, just ask a mechanic to cut 2 'windows' in it, about half way down, one at the front for the stem to poke out, and one at the back for your stem clamp to sit outside. Then clamp your handlebar stem onto the steerer tube within the window.
This may mean using a high-rise stem to get your bars up to the desired height.
