I can't believe this has caused such a shit storm. If you're patient you can build bikes on the cheap and still have fun, then just change bits as they break/you get more money.
Ed, hippy et al are right about it being easier to get a nice 531 frame out of london (it's ridiculous here at the moment), just hit the car boots/jumbles or look in local classifieds etc.. if you're looking for track(ish) geom then maybe try to find an old TT frame or find a frame that is slightly too small for you, then tweak the saddle height/tilt and stem/bars set up till its right.
