You will definitely be able to pick up a whole fixed bike (converted road frame) if you bide your time and keep your eyes peeled. Seen plenty go on eBay for less.
And actually I don't think you can fix up a bike for much less than £200 yourself. A half-decent old road bike is actually more like £70-100, a rear wheel is probably going to set you back £50, the chainline might not work with your old bb so might need a new one, possibly a new chain... So, Ldngrrl, back to bed until you have known the joy and pain of a) building a bike and b) riding fixed.
