I was driving behind a tatty car the other day, through brixton and along dulwich road into herne hill, the driver was on the phone the whole time, and driving how people on the phone do: like a drunk person. I was periodically hooting at him, and making gestures to put the phone down. He didn't.
As we both stopped at the lights, (I got there a bit later as he was speeding down dulwich road) we pulled alongside each other and I could see he had no nearside mirror, and an open laptop on the dashboard, he wound down his window in question to my remonstration, where I explained that what he was doing was illegal and dangerous. Of course, instead of apologising, he knew better and it was OK and he had done nothing wrong, I stopped listening to him and said I'd report him, he looked all pained and incredulous, like he was some kind of victim.
