It's an Italian bike with Italian flag decals, and now has Italian Benotto tape to complement it.
The brake levers are there because its owner rides mostly on the top of the bars.
She's also as far from a hipster as it's possible to get.
Personally i find it far more 'hipster' to try and rebuild old frames with original period components, which is what most people tend to do, when in most cases the old style components don't work half as well as the modern equivalents.
