You are all miserably wrong, that's a Zodiac Engineering high flange track hub - http://www.myspace.com/zodiaceng
Their website is down at the moment but if I recall correctly it's a guy from California who works in aerospace engineering. Last I checked he didn't do any rears, just fronts... Zodiac is more aimed at BMX stuff but seems to be branching out.
