Its basically a few guys with a megaphone and a sign saying everything is ok(as you can see) and telling people to go back to what they are doing, to continue shopping, to continue consuming and to continue being scared by sky news and the like. To ignore crazy guys with megaphones and the like.

The police and rail staff tell them they cant hold the sign because its advertising and tell them they cant film either. They question why they dont need permission to record cctv but you need permission to record on their camera.

there are two outlook on that.

one - yes, there are worse problem out there and we should be concentrating on helping solved those problem.

two - problem, no matter how small it is, is still a problem that need to be solved, if you can't solve an unimportant small problem, then how are you going to deal with the bigger issue?

it's a catch-22 sometime, either focus on the serious issue, but you'll need to leave the smaller mudane issue (like bicycle crime, small petty crime according to the police's behaviour on that) in order to focus on big one (big drug birth control ring need to be smashed).

I really don't see how him holding a small sign is any different to the cunts who walk along with a 5 foot long suitcase with PRADA in big letters all over it. Now that's fucking advertising!
