The police are unwilling to do anything about Brick Lane (and it isn't just bikes - there's a whole shed of tools for instance, many of which will have "gone missing" from sites and vans) because they're managed in a way that prioritises statistics and "productivity" above all else. Anything they do at Brick Lane is going to be complicated and fiddly and get the officers involved no more credit than handing out some fixed-penalty notices to pissheads anyway, so there's understandably very little enthusiasm.
CCTV demonstrably has no over all effect on crime whatsoever - the crims pretty rapidly clocked that one blurry, pixellated figure in a marl-grey tracksuit looks pretty much like another once they started showing excerpts on Crimewatch. At the most, it moves the problem about a bit.
