Well partly.
It would all depend on the conditions really. If it's colder then a thermal co-efficent mean then you would want dark colours and if it's warmer you would want to go with lighter colours.
Stripes make no difference at all.

Depends on the surface. On a clear piece of brand new smooth tarmac then it has to be black. On a shattered cglass encrusted dirt path then I can't see how blue will be beaten.

Red is fastest, as long as you don't have too many extraneous logos on your frame/forks... e.g. A seat tube decal can reduce your top speed by as much as 11%... This is a fact... For fork decals you can multiply this by about 50%.... Reynolds/Columbus decals don't seem to make much difference, they're quite small and usually gold which nullifies their drag quotient... I'd go for red, downtube decal, tube manufacturers decals FTMFW!!!

All wrong! Clearly. It is quite obvious to anyone with an ounce of sense that silver (or even better chrome) is by far the fastest colour.
This can be shown using the following rather complicated mathematical equation (if anyone needs the cliff notes to help understand it, let me know and I'll pass them on)

According to the literature that I have recently perused "Deep" is fastest when it comes to wheels.
I am not sure what RAL number Deep is however.
