As a temporary measure would it be feasable to cut one of the blown tubes in half and use that to line the rim, then put another tube+tyre on and inflate?
If electical tape is in short supply obviously.
The problem that I foresee is that the cut tube would just deform with the pressure as rim tape is quite tough, and also glued to the rim to prevent it moving.
