28" and 700C is the same thing. You probably need 27" which, weirdly, is bigger than 700C. Thank you bike industry.

this ugly brakes have up to 75mm drop.

If you get 27" wheels it's a forever struggle finding nice tires, me thinks. There are prettier long reach brakes than those tektros, too.
so i was given an old peugeot ladies frame which im planning on building up as a beater for my girl...
im not sure what size wheels to get. i want to fit decent modernish brakes and have measured my dura ace calipers, it gives a drop of 40-50mm.
the drop with a 700 rim is 70mm which would suggest i need 28'' rim, i cant find 28'' rims anywhere so im beginning to think i need to look into different brakes with a deeper drop.
is this the right way to go about things?
any advice would be appreciated
