On the top at the front is the bent-around bit that waggles from side to side. That's attached to the front one of the round spinny things. Well on the bent-around bit, there's a sticky-out looking thing on the middle part of that. Two of them in fact, one on each side. And if you squeeze one or both of them together, then it makes the bike do a sort of slowy-down kind of thing. I'm not sure if that's what you're supposed to do, but it seems to be working for me at the moment.
