Cycling in Paris - fascinating video

Is that really the case? How disastrous if true, and again, freedoms we have here that we have to protect have apparently been taken away elsewhere.

Well I need to say that it might not be correct...
I clearely remember when I was in France last Christmas that they were talking about it on the radio, and that helmet and High Vis would be mandatory from january 2009... But for some reason I did not notice that people were wearing them when I was in France recently, and also I can't find a firm info on official web pages, after doing a quick search now... so maybe I am totally wrong...
