i cut the padded strap off an old rucksack to make a Xstrap for a bagaboo that only came with a stabiliser strap - sewed on with a sewing machine but you could easily do it by hand

Ive done this too. Either canibalise an old bag or buy some webbing from a fabric shop. You will probably need a clasp too, also from old bag or shop.
As the title says - ive got a Gill marine waterproof bag - perfect as a messenger bag except no chest strap - any ideas on how to add one?
